The scarlet beast of Revelation 17:3-14 is a symbolic representation of Satan and his kingdom.  The scarlet beast is a symbol for Satan and the 7 heads are a symbol for Satan’s kingdom throughout time that persecuted God’s people.  The 7th head is the antichrist.  The 10 horns represent the kingdom of Satan during the Great Tribulation and at Judgment Day.

The scarlet beast itself is Satan (which is of the 7 kings and therefore, considered as the 8th king).  The scarlet beast was, is not (yet is) and shall ascend out of the bottomless pit.  This represents the fact that at the time of the writing of Revelation, Satan was bound in the bottomless pit during the millennium (which is a symbol for the entire church age).  Satan will once again ascend out of the bottomless pit for a short season (Great Tribulation).  The phrase ‘is not, yet is’ refers to the fact that although Satan is bound in the bottomless pit (millennium, which is the church age), he still has access to the earth and walks about as a roaring lion.

This scarlet beast has 7 heads and 10 horns.  The 7 heads represent 7 kings and 7 mountains.  Kings represent world leaders and the mountains represent kingdoms.  The 7 heads includes 5 kings that have fallen, one king that is (at the time of the writing of the Book of Revelation in the 1sst century A.D.), and one king that will come for a short period of time.  The 5 fallen kings represent leaders of the world (Satan’s kingdom) that oppressed, persecuted, afflicted or desolated God’s people (Israel / Judah). The 5 kingdoms were Egypt, Assyria, Babylon, Media-Persia and Greece.  The one king that was at the time of the writing of Revelation was the Roman Empire.  The one king that is to come for a short time is the antichrist (Leopard Beast of Revelation 13, etc.).  The 10 kings that rise for 1 hour symbolize the fullness of the world’s nations that will gather against Jesus Christ at the Day of Judgment (a.k.a., the Battle of Armageddon).

Scarlet-colored Beast – Satan (Rev 17:3)

Summary: Babylon, the false end-time Christian church will be powered by Satan, with the scarlet color representing the sinful nature of Babylon.

  • So he carried me away in the spirit into the wilderness: and I saw a woman sit upon a scarlet colored beast, full of names of blasphemy, having seven heads and ten horns. (Rev 17:3)

Scarlet-colored beast full of names of blasphemy – The color scarlet is identified with sin (Is 1:18) and was used in Old Testament sacrifices (Heb 9:19).  In Is 1:18, scarlet is also linked to red and therefore, can be related to the blood of Christ as well it is the color of Satan in Rev 12:3.  Names represent greater truths and are symbolically used (see discussion above on the ‘name’ on Babylon’s forehead).  The beast is strongly connected to blasphemy.  Blasphemy (which is literally means ‘injurious or evil speaking’) is when one accuses another wrongly and tries to hurt another person.  It is the opposite of love, which seeks to be kind, gentle, does not behave unseemly, thinks no evil and bears all things (1 Cor 13:8, etc.).  Blasphemy relates to Satan since he is the accuser of the brethren (Rev 12:10 Job 1:9, 2:5, Zech 3:1-2, Lk 22:31, Titus 2:3), he makes himself equal to God (John 10:33-36, Lk 5:21, Mk 2:7, 14:64, Mat 26:65) and is the lord of untruth and deception (John 8:44, 1 John 3:8, Rev 2:9, 1 Tim 1:20, 6:1, Acts 13:45, 18:6, 1 Tim 1:13, etc.). Therefore, we see strong connection between the beast and Satan.

      • Mat 27:28 – Christ mockingly arrayed in scarlet prior to his crucifixion (picture of bearing sins).
      • Rev 17:3-4, Rev 18:12, 16 – color of Babylon and her merchandise
      • Heb 9:19 – Moses took scarlet wool and hyssop and sprinkled the book – scarlet referenced in Lev 14:4-6 and Lev 14:49-52. Scarlet in Hebrew (H8144) occurs 42 times, most often used in the rituals of the Mosaic Law.  Notably, it was a symbol of sin as Isaiah 1:18 teaches that our sins are as scarlet, but they will be made as white as snow.   In Is 1:18, scarlet is also linked to red and therefore, becomes symbolic of the blood of Christ (see also Num 4:8, Josh 2:18, 21, 1 Sam 1:12, Num 19:2, Ex 25:5, etc.). Also scarlet referred to the thread color that Rahab, the harlot places in her window (as directed by the 2 spies) to be saved when Israel entered Jericho.
    • Scarlet symbolizes sin (Isa 1:18) – Scarlet (H8144) = red as crimson (H8438 (shaniy))
    • Scarlet in the Hebrew is made up of two words (shaniy (H8144) and tola (H8438)). H8438 is also translated as ‘worm’ due to the source of the scarlet color.  It is used notably in Is 14:11 in referring to Satan:  “Thy pomp is brought down to the grave, and the noise of thy viols: the worm is spread under thee, and the worms cover thee.: (Isa 14:11)

In other words, Babylon has control of these 7 mountains, which represent kingdoms as discussed in Rev 17:10.  In the Bible, a mountain is used to represent kingdoms (Is 2:2, 13:4, Rev 6:14-16, Micah 4:8, Is 2:14, Zech 4:7, etc.) due to its apparent inability to be moved (Mat 17:20, 21:21, etc.).  God’s kingdom is the ultimate unmovable mountain (Ps 121:1, Ps 68:16, Is 2:1-5, Micah 4:1).  Babylon is referred to as a destroying mountain in Jer 51:25.  But, on Judgment Day, mountains (kingdoms) will be moved and destroyed (Is 2:12-17, 54:10, 64:3, Jer 3:23, Hab 3:6,10, Nah 1:5 Micah 1:4, Ps 97:5, etc.).  The number ‘7’ is a symbolic picture of completion / perfection (i.e., Rev 1:4, 12, 16, 20, 4:5, 5:1-5, 8:2, 10:3-4, 15:6, etc.).

Five Kings Fallen, One is and One is Yet to Come

  • Five of these Satanic kingdoms have fallen, one is and one is yet to come. The kingdom that was present when John was inspired to write the Revelation was the Roman Empire (Acts 16:21).  The reference to 5 fallen kings likely is symbolic to highlight the number 5, which is a number that is used to signify both those who are saved or those who are lost (e.g., the 10 virgins – Mat 25:2-12, David’s 4 smooth stones – 1 Sam 17:40, etc.).
  • The final head points to the end time Beast of Revelation 13 (also known as the little horn – Dan 7:3, 8, 17, 5:5, 7-9, 11:2-4, 13, 15, 27-29, etc., the wicked one of 2 Thess 2:3-4 and the antichrist – 1 John 2:18, etc.).  This final head would become active once the scarlet-colored beast of revelation 17 (Satan) is released from his abysmal prison resulting in the ‘Great Tribulation.  The scarlet beast (Satan) becomes the eighth beast and is contemporaneous with the antichrist (a.k.a., little horn, wicked one).
